See README.ethertap which comes with diald.

You seem to have a kernel which was not built with packet
socket support. It may be available as a module but if so
your /etc/modules.conf is not configured correctly. Diald
cannot function without a packet socket or two so it gives
up.

  Having just seen Bob Young on Sky News representing "The
company behind Linux" I suggest you call them. They can do
their own damn support.
