Forgive such a basic response.  You've said you're a novice so I'm checking
the obvious here.

Have you given diald any rules about what traffic should bring up the link?
If you haven't then give it some. :)

a couple of examples:
        # use the default (provided) ruleset
        include /usr/lib/diald/standard.filter
or
        # dial-in for anything at all
        # useful for testing the link but
        # lots of unnecessary connections are made
        accept any 300 any

If you do have rules then check to make sure that you are allowing DNS
traffic to bring up the link.  Almost every connection starts with a DNS
query to resolve a name.  You can check this by trying a connection using an
ip address (that you've previously tested) and seeing if the link goes up.
