I've found that windows machines need a "master browser" and during netbios
elections they sometimes resort to looking up other hosts though the DNS. I
have set Samba in the diald machine to be the default domain master along
with Preferred master- and it stopped random dialing for me- before when
windows computers booted- they defaulted to asking for a master through DNS.
