AFAIK, there is no later diald version than 0.16.5 for debian.
I use debian and I couldn't find a later package. I would recommend
installing it yourself. Otherwise, you could email the diald
maintainer and find out why the later versions are not available.
I might do that myself one of these days.
I'm a bit surprised that your dctrl didn't work with the diald it came
with, though. The package maintainer should have made sure that that
worked.
