I ended up rebuilding the system.  Same kernel,same everything.  I
copied known good config files and tested - it worked!

Modified the diald.conf - the original setup was for a system with a
static IP address, so I commented out the remote and local address
lines until I could get new addresses.  It faild with both lines
commented out - no error messages, no logs - but no sl0 config either.

This is probably what the earlier problem was.  My stupidity in messing
up the configuration, but it wouldn't hurt to have the daemon log an
error message on a bad configuration such as this.
