This is a fix for alps_tdlb7.c to drive the tuner PLL power according to the specification from ALPS. I need it to have the tuner work reliably, for at least one other person (or rather, card :-) it doesn't seem to harm. I have only tried it with DVB, but it should be applicable to dvb-kernel too.
I believe this should be applied to the cvs code.
