None it seems, I read the cvsdiff output to quickly, you have obviously fixed it to fit in sp5659_set_tv_freq instead.
that's just the place where other frontend drivers handle the power bits, too -- the (more or less) generic ioctl code does not needs to know about the requirements of a specific PLL, especially not if the same demodulator was shipped by vendors with various PLLs...
