Your Windows utility is misconfigured or really out of date (probably dating back to 
ITV digital), as the QAM, Code Rate and Guard Interval settings are wrong. Here's what 
I use for Mux 1, but with the correct frequency for Blackhill (BBC, Ch41 +167kHz):

T 634166667 8MHz 3/4 NONE QAM64 2k 1/32 NONE
