The question is what functionality you need. Just look at your normal
installation and take the time till "init" runs: that's the first point
where your own program could be started (if you replace init). I would
recommend that you strip down your boot sequence to the absolutely
necessary servers and remove all other stuff. Compile only that things
into the kernel that you really need. Don't install modules that don't
find their hardware (they take time to search for it). It's a compromise
between features and boot time - I have seen a system at the
SPS/IPC/Drives exhibition a few days ago which started in 6 seconds.

If you want to have a commercial but very nice development environment for
these kind of embedded systems try ELinOS from Sysgo Realtime Solutions.
It has a configuration tool that can be used to generate frameworks for
small systems very easily. Or just build it from scratch.
