If I try to setup a machine with a disk that does not yet have a disklabel, setup-storage fails because it tries to read the partition information before doing anything else:

(STDOUT) Error: /dev/sdb: unrecognised disk label The config file includes something like: disk_config disk2 disklabel:msdos but it never seems to get to the place where the disklabel would be written.
