There are two nodes, a virtual IP (IPaddr) is running on one of them.

Why does Heartbeat try to (re)start the resource on the failed node again?

Some "*.dot" files generated by transition graphs (pe-input3.bz2, pe-input
4.bz2) include the following information.

i can generate these from the .bz2 files if you supply them, but you
didnt, which makes it very hard to comment on _why_ it did what it
did.

I don't understand why "pe-input3.bz2" was needed.

it wasn't used?
if so, its likely some event happened which invalidated the transition
before it could be started
