Not all bugs have bugzillas. And, with some common sense (as opposed to
rush-mode), not every commit needs them if the changelog is good enough.

(If the changelog isn't good enough, the chances are high that the
bugzilla grumpily created to meet a release criteria wouldn't be much
better either ;-)

So, requesting clarification on specific changes is quite appropriate,
if it isn't clear. I quite often do that when I need to assemble
changelog entries for something, because I don't always get it.

Just like patches proposed on this list might require further
discussion.

That information should be in the commit. If it isn't, ask.

Release processes are about the big things (ie, releases _do_ happen in
a planned manner), this seems to be a redherring. Whether the discussion
starts from a mail to a list, or from "Hey I saw this commit go in,
what about it" seems to be arguing details.

True. However, very little commits have gone in since, so this
discussion still is about future changes and not about a huge backlog of
changes. So, redherring squared.
