No, it isn't. But You have DRBD rpms for RHEL
http://dag.wieers.com/rpm/packages/kernel-module-drbd/
I suggest You to build DRBD from sources.

Red Hat dosn't support Heartbeat. They have own cluster software called
Red Hat Cluster Suite. But You could use rpms from CentOS 4 -
http://mirror.centos.org/centos/4/extras/i386/RPMS/ or build Your own rpms.
