If you look in the Heartbeat source
http://hg.linux-ha.org/dev/file/55132e3d3f3c/resources/OCF/Filesystem.in
for that file, you will find:
[EMAIL PROTECTED]@
Which should be replaced with the correct path to fsck by the build
process. This issue is therefore with the build process for your
particular package.
Where are your binary packages coming from? Who compiled them? What
platform?

Debian. Specifically:
