monitor reports "not running".
generally, one shouldn't report "not running" in such cases

because often there are lockfiles/routing entries/other remnants left
over that should be cleaned up
if thats not the case for your resource, then NOT_RUNNING is probably fine

As you confirmed my previous assumption that "not running" and "error"
are treated the way I described it, I can make an "informed decision"
(as CNN would propably say) about the scores I am going to use.
