If you can't figure out from the logs what's up, then try to run the Filesystem RA with -x: OCF_ROOT=/usr/lib/ocf OCF_RESKEY_device=... ... sh -x /usr/lib/ocf/resource.d/heartbeat/Filesystem (Perhaps add 2>/tmp/Filesystem.trc.) And see how it differs from when you run mount by hand.
