What I would like is for the resource group to be able to float between the
nodes easily, and to not have a preference for either. I thought setting
auto_failback to 'off' and fully restarting the cluster would do this, but I
seem to be missing something.
I can configure very well auto_failback off with Heartbeat V2 but I
think I know you have the node2 as prefered node.
Any insight would be appreciated.

You say in this line that node2 isn't in standby mode but in the next
node you don't say anything. Could the node be in standby node ? If it
is in standby mode it was running fine.
