One thing to not miss when you do HA, is to detect a resource problem early as possible in order to continue to provide a service (by triggering a failover for example). Thus, in my opinion, you have to monitor often resources. And so the monitoring have to be quick and correct.
Maybe to smooth CPU load, the monitoring timeout could be weigted with the CPU load.
