Its "just" a convenient place to build packages for a number of distributions. The fact that it's hosted by SUSE is mostly unimportant (except when allocating kudos :-).

I've already install Heartbeat on RH EL 3 version.

Pacemaker is what used to be the heartbeat cluster resource manager.
