because they are populated from the lrmd and heartbeat.
you'd have to remove the resource's from the lrmd's memory using
   crm_resource -C

and for the nodes, you need to follow the instructions in the relevant section of

I jsut want to go back to epoch 0 and num_updates 0 with an empty cib.
