What version of Heartbeat are you running? I was running 2.0.x, and I got this error all the time. I updated to 2.1.3, and now I don't get it anymore.
I believe that what's happening is that you have a node which has the same hostname as one which the cluster already knows is part of it, but the UUID is different from the one which is in the CIB.
