I have exactly this setup and it works fine. 

One issue I had was that the APC PDU doesn't give you enough characters to have 
the fully

qualified hostnames as the port names, and heartbeat passes the fully qualified 
hostname to the stonith plugin, 
so I had to write a wrapper round the external/rackpdu script to strip the 
domain information from the hostnames.
