The problem seems to lie in the ora_kill section of the RA. I will file a 
detailed report ASAP. this problem is lurking around at least since 
heartbeat 2.1.4, but it only recently came to our notice, because it only 
surfaces under the rare condition, that the system tries to recover 
locally after stopping oracle and not yet stopping the listener, when 
there is no monitoring of the listener that would restart it.
it still persists under SLES11 SP1 HAE with the newest patches.
