Do not use "R2" aka cib.xml with 2.1.x heartbeat.

That works fine on 2.1.4 heartbeat ('yum update' your centos) in "R1"
aka haresources mode. You do need extra stuff: mon internally and
external monitor (e.g. nagios) to make it work properly, of course.

Upgrade to scientific linux 6 and read RHEL's Cluster Administration docs.
