It's a debug instrumentation message. But it is only triggered when
someone runs crmadmin -S, -H to look up the DC or something, it isn't
triggered by the stack internally.

You ran this with -W, right? Then crm waits until the transition has
completed - and to find this out, it queries the transition state
periodically, which would explain this.

Probably shouldn't run multiple times per second, I guess.
