So that CTS doesn't have to run at debug log levels. Admittedly, a
better way would be welcome - patches? ;-)

True. In SBD, I added some very simple code to handle CIB updates
asynchronously, it's actually quite easy. I assume the shell could do
something similar.
OTOH, the DC/transition state is not reflected in the CIB.
