manipulate ARP table?

Hello All;

I am trying to man set the arp table using Kernel 2.0.36 with RedHat 5.1.
There is one address that need to be published  and it still will not
publish to the correct interface. Other entries will work but not any PUB.
If I try to set the PUB flag it goes to sccc0 or bpq0. Then it cannot be
deleted once set. How can this be done?
