The mkiss support is located under RADIO INTERFACES in the configmenu, and
not under amateur radio support. I missed it too. I seem to recall that
earlier kernels had said in the help section under radio ints that it was
NOT for ax25 and so I just skipped it without even looking there. I had
already emailed the group with the question about TIOCSETD and then of
course immediately figured out the answer (now that I'm starting to learn 
how to read the source). 

As a reminder to everyone new to ax25 w/Linux only, check out all the
options. I get to discover new things with every kernel release. I guess
that's one of the things that makes Linux interesting and fun.
