I am the author of satupdat for f6fbb bbs. 
You can find the linux version satupdat.tgz (ported by Jean-Paul f6fbb)
here :

It includes a doc file that explains how to setup satupdat.

Satupdat for Windows is included into F6FBB's BBS distributions.
You can however find it at :
