ax25-utils will be able to talk KISS to your MFJ while in packet

That's your choice. I am not going to argue about the cost, but it 
does what it does with excellent results for the bandwidth it uses.

Of course not. KISS is only meant for packet.

Not at all. The PTC-II works in a host mode of its own and Jean Paul 
has made the FBB interface to conform to that interfacing protocol. 
It delivers a channel status output that is used by FBB to sense 
whether the channel is busy or not, and so, control the scanning and 
calling. I believe it is UNIQUE to the PTC-II. It has its drawbacks, 
and it impedes you to monitor the channel for activity that is not 
connected to your pactor box. I hope it might be improved in the 
future to allow a friendlier operation, like the one you can get 
while in packet. 

Nevertheless, at 300 baud HF packet the statistics I got were about
100 Kb transfers PER DAY, while Pactor-II easily moves one megabyte
per day. A queue of such size was a "perennial debt" for packet, as
many could recall. That involves propagation, collissions, etc, which
do not affect Pactor-II so hard. For HF fwd it is really hard to
beat.
