Isn't that what DAMA does in Europe?

The other hidden-transmitter fix is to make the central site a bit-repeater
so there are no hidden transmitters.  The channel's in use anyway so why
not make it so everyone can copy the mail?  This is how the 56K guys do
it, for example using wa4dsy's stuff (www.wa4dsy.radio.org).
