It can NOT possibly be in bash since that doesn't even run until after
the login is complete - in fact, until one has logged in, the system
doesn't know which shell to assign to you...

Personally, I'm curious as to what sort of network connection is being
used, since with the default setup from RedHat 5.0 onwards, I can
connect to the Internet via a 9600 Baud modem and telnet through that
link to the RedHat 5.0 system I'm currently telnet'd to, and I have
NEVER had any problems doing so...

There's TWO cases where I have seen problems in the past:

 1. Connections slower than 9600 Baud. A friend once tried to telnet
    in over a 1200 Baud modem, and discovered that neither PPP nor
    SLIP like that...

 2. Telnet from Windoze, which appears to be unstable on EVERY system
    that I've used it from...

If this is neither of those cases, I'd love to know the details...
