Well, at least in Debian 2.0's /etc/login.defs it certainly tells
about it.

The banner of the file says (for version checking porpouses):

  #
  # /etc/login.defs - Configuration control definitions for the login package.
  #
  #       $Id: login.defs.linux,v 1.8 1997/12/07 23:26:48 marekm Exp $

And later in the file, it says:

  #
  # Max time in seconds for login
  #
  LOGIN_TIMEOUT           60

So you only have to edit the line, and off you go.
