I think you should now uninstall both the *src* and binaries that you
previously created form ax25-utils*src.rpm.

Download the ax25-tools, ax25-apps and libax25 and libtools (you
need them, that's what it says in the README file).
Then in each of the directories you'll get after untarring them do:
./configure
make
make install
I think, that make installconf will put all of the config files in the
/usr/local/etc/ax25 directory.
