Well, your milage may vary. I think most of the information in the AX25-HOWTO
is still up to date. The tools haven't actually changed in syntax,
to the best of my knowledge. Only that they build and work with newer
kernel. Also, libax25 makes it easier to write end-user programs which
use ax25.
