I maybe misunderstanding a little but the 'call' program will do this but
you need to define the path each time you use it.
call bpq0 oe9xxx oe5arp-1
I have a simalar setup here, i can set routes like you have but call just
does not use them.
pi1goe is our local area node situated 2 miles away from here, the machine
with my radio ports has an interface call is pa3gcu-15 its connected to
another machine vai ethernet using via bpq for netrom and ax25.
To call pi1goe via the router i need to type;
call bpq0 pi1goe pa3gcu-15
There is also a small program for cross port digipeating called axdigi,
I found a few referances to it with a web search,

IP_FORWARDING is i belive irelavant for what you need.
