Because it is named scc.c. z8530drv.h collects some #defines used by several
drivers.

_What_ problems? How do you expect anyone to help you if you do not include
the information what went wrong?
For the Z8530 driver included in Linux 2.0.36 you'll need z8530drv-2.4c.tar.gz,
available from http://ftp.ccac.rwth-aachen.de/pub/jr/. Use the driver included
in the kernel (not the one in above archive), you can try the pre-compiled
utilities in the archive. I think RH 5.2 was a glibc based system, recompiling
the utilities yourself is a bit tricky and requires some adjustments of the
#includes.
