It is a bug in tnt. Basically, kernel AX.25 support is not working.

I was responsible for the 1.7 version of tnt for debian and did not
bother to package 1.8, because of the broken support for kernel AX.25.
At the moment, tnt is in orphaned, because I did not want a broken tnt
version to end up in the debian distribution.
When 1.9 comes out, I will give it another try. I hope the new
ax25 library will be supported.....
If all goes well, maybe I can package it again for debian 2.2.
