Is it to all stations or just to one station? Or is one station the only
thing you can hear or get a response from?
It has been a few years since I used my baycom and don't know much about
the soundcard TNC software. but from what it sounds like... You have
either a filter turned on or something else.
Check for

CONect List  
this will determine who may use your station for any purpose.
when on only those stations in the list can connect... when off anyone
can use it.

CONOK make sure it is on. it takes connect requests from other TNCs
but that will tell you someone was trying to connect to you.

DIGipeat make sure this is on. allow others to digipeat through you.

FIlter should be off

LList check this .. its another thing that will not let someone connect.

those are the only thing I can think of right now...
What kinda software are you running under widows? and what kinda software
are you running under linux?
