"listen -a" will show outbound packets as well.

Unlikely. Probably the BIOS in the computer toggles the port. Whenever
I boot up Windows my radio is triggered when Windows initialises the
serial port, looks for the mouse etc :-(

You need to disable the serial driver for that port -- the soundmodem
works with the hardware directly rather than using the serial driver. To
do that, use
setserial /dev/ttyS1 uart none
Do this before you bring the device up (ifconfig ... up).

It seems to be missing from ax25-tools. It's not in Debian either.
I have an old libc5 binary here which still works with kernel 2.2.12.
