There is, and it pertains to the amount of address space an ISP needs to reserve. If, say, NezeqInt has 10,000 adsl customers, it would need to reserve 10,000 IPs (about 40 /24s). These need to be aquired (from RIPE for example), and it costs !!!. Using healthy statistics, you can see that maybe about 30% of those are connected all at once, so they would just hold some 7000 of IPs for nothing.
