Some tips *from my own experience*:

Another tip that already helped me: Before calling Bezeq, try to
replace your NIC card, by the best you can put your hands on, or the
best that you can loan (3Com is recommended); Some cards work well with
ADSL, and work well with Linux, but not with both...

The Windows way to resolve problems, is recommended here too: Anytime
there is a problem, or you improve anything (e.g. unplugging stuff from
the analog port), turn off and on your ADSL modem. And don't forget to
wait 2-3 minutes till the lights stabilize, before accessing it (you
know, the whole stuff with pptp etc.).

The rumor claims that ActCom. And you also get a static IP, though it
is not anymore a unique service of them.
Another "rule": If Linux support is less important, and only bandwidth
is, then: IIX connection is cheap, so all the ISP's have excellent
connections inside Israel. The differences are only to abroad. Usually,
the best lines to abroad are owned by the international voice providers
(012, Barak, and Bezek Int.), because leasing high bandwidths to abroad
is cheaper for them.
Last but not least: If you don't need static IP, then prefer an ISP
that doesn't force you to obligate for a long time. Maybe you will want
to replace the ISP in the future, or even migrate to Cable TV (BeKarov
Amen! ;-)
