Not necessarily..

Wine implements mostly windows 9x. The implementation of NT/2k/XP is maybe 
something like 5% (out of 100%) and thats for a purpose - to run windows 
apps, you don't really need NT/2K/XP (of course - there are apps for those 
OS's, but wine is not trying to run them)..

So that leaves you with 1 bidi implementation...
