Set the encoding to ISO10646-1, and you're done.

Most people (in this list, at least) don't like the Hebrew user interface.
And as for the keyboard applet: I still don't see what advantage it has
over setting up Xkb manually:

pro: you can 'see your settings', and you can change them with a mouse
(imporant if you're messing with your keyboard definitions)

Cons:
* You can't simply copy your settings: it is a lot shorter to use a
  text editor and xterm than to use this crappy interface, and there are
  less limitations. I can cut&paste instructions from the web.

* The interface is misleading: you may be tempted to switch to English
  keyboard with the mouse, and then you're screwed.
