Yes - setting the locale to he_IL.iso8859-8 will probably allow you to 
receive hebrew messages from Windows users, but my locale is set to use 
utf8 (I need it for other things), and it doesnt look to me like a good 
idea to change that simply because I want to use a neat ICQ client. LICQ 
is pretty good in character conversions, except that it crashes a lot on 
my home computer (not so on my work computer - which is weird since they 
have very similar software), and if I could only get it to dock to the 
KDE3 kicker I'd be happy.
