So what? If setting it to he_IL.utf8 doesn't work, why not just run thatprogram
as
	LC_CTYPE=he_IL.iso8859-8 thatprogram

And that program, and only it, will get the different locale that you say
is needed to make it work.

  
Ok, I've got the CVS version of SIM icq client, compiled and run - I'm hooked :-)
It has internal character set support a-la LICQ, so no need to setup your locale or whatever. docks nicely to the Kicker, looks great when the main windows is visible (which is almost never), has spell checker on send (can be disabled, but enabled by default), does both "chat" style and "simple" style messaging like ICQ and LICQ (but better - chat messaging is really broken in my LICQ 1.2.0), has server support for everyhing I could notice (it downloaded my visible/invisible/ignore list), has a very detaild "setup" dialog which looks remarkably like the windows ICQ version's, have any function accesible by right clicking the kicker dock, and most nicely - has a cool OSD display for events.
