well, there are many different views on the questions of what goes
where, and each vendor or packager has their own policies. the most
consistant and strict of them is the one by Debian which build upon the
FHS and whatever the LSB is pushing. you can go read what they say.

/home is a place for home directories of users, I don't stick websites
in there because I consider that to be data of the webserver. however
it's not a standard library that should go into /usr/lib or /usr/share
because it's stuff I created. /var/www is a good compromise, and it's
the one Debian has been using for ages (though CGIs have been going to
/usr/lib/cgi-bin).

in other words - pick yourself a policy for running that server and
stick to it. it will make it easier to maintain yourself as well as pass
on to others down the road.
