please don't generalize. this is true for .0 versions of software from
big companies that release products at timed intervals to please the
shareholders and investors (and the marketoids). in the Free world,
Apache declares a 2.0 when it's an almost-complete rewrite and indeed
breaks compatabilities (and it is very odd for RHL to install it by
default with no options. Debian will undoubtedly install apache and
apache2 as two separate packages for over a year before making the full
switch). Also consider Debian Woody 3.0 as a system that was patiantly
put together for almost 2 years and was not released before it was
considered stable by the maintainers. I recommend it to anyone who
doesn't mind giving up desktop glitziness for technical stability and
configuration flexibility.

Gentoo 1.4 :)
