The numbers I have seen claim that making a site that adheres to standards is actually cheaper then creating a site geared to one browser.
Provided, of corse, that you don't really on some horribly broken code (which I have seen in too many large Israeli sites). On the other hand, relaying on broken code does in no way ensures that it will not brake with the next release of the browser you built it for.
So even then, the savings (if any) in the short run later come back at you with costs of horridly fixing your site in the future.
