How much does a development environment cost?

No, I'm not talking only about the software. I'm also talking about the
hardware.

Take a bunch of "useless" machines, and turn them into web-development
class.

(Yes: apache/p*/*sql run fine on a low-life pentuim, after resonable
tuning)

Getting new software is usually easier than getting new hardware.
